How to set an aftercare service for parents from private schools in Kingston, Jamaica

I am an educator who is interested in offering aftercare services for students from private prep and high schools, such as a homework center.
Who should I speak to/call, what are the school should I approach/target.
Is their a contact I should hire or should I just buy shares into a school or create an alliance with these schools.
I have had successes back home but I done know how it is done here.
Can someone assist.
