residence permit for retirees in Latvia

Hello, we live in California and are thinking about retiring in Latvia. What are the rules for obtaining a residence permit for retirees in Latvia? Do we need to apply for a long term national Visa D first, and then to apply for a residence permit when we arrive to Latvia? Or we could apply straight for a residence permit (while we are still in the US) at the Latvian Consulate in Washington, DC?
