How to locate work and housing for citizen by descent

My husband is working on gathering the documents to gain his residency/citizenship by descent. (I apologize for forgetting the actual name.) He and I have always lived in the US, but we are considering moving to Lithuania. What are the steps we would need to take to get settled? We will need to find a place to live, get jobs, and find a kindergarten for our young child who will soon be five years old.
