Best phone/tv provider?

Moving from the UK, with no access to relocation allowance etc but we have bought a house in Walferdange and move in August 1. I need to organise broadband to be up and running for August 1 and access to TV and mobile phone number Here's the questions:
1. Cheapest way to get phone and broadband? Are there choices?
2. We need to have access to German/French TV but also BBC TV (BBC1,2,3, 4) is this possible?
3. What mobile phone provider has best coverage? Orange?
