Is Chiapas a good place for gringos to live and visit?

I've heard the Maya people there aren't particularly friendly to foreigners in general. I'm interested in living in a safe,friendly town there with a clinic and hospitals, but warmer than San Cristobal de las Casas.Any suggestions?
