Wheel chairs

I am 70 and thinking of moving to Mexico. However, I can only walk a very short distance. I need a mobility scooter or power chair to shop alone. My question is this, can you recommend a city that had curb cuts and an apt in an elevator blg. I have been thinking of Orizaba and Villahermosa. Is anyone familiar with either?I have 2 chihuahuas, just to add to the difficulty. I could probably find a small house but I don’t think I would feel safe there living alone. My home goes on the market in two weeks. I can’t afford to stay here. How much would it cost to have someone come into clean and shop for me?
Suggestions! I need your help.
I read where Villahermosa is pretty modern but it had that dingy, dreary look I see all over Latin America, especially men loitering outside bodegas. Are there sidewalks? I see some but also a lot of really wide roads with no curb.
