Visa advice needed

Hi, am planning to arrive in Mexico by boat. Im New Zealand citizen living in Australia.i wish to live in mexico retired. I cannot get to an embassy here to apply for a temporary visa, so my question is, if i come in on a tourist 180 day visa, can i apply for a temp visa in a nearby country like costa rica perhaps? or does it have to be the embassy in australia? Apparantly you cant apply in mexico itself.
