Cooler Places with Rain?

Hola a todos. I love Latin America, and I love rain. Only, I belong to the 1% of the population that gets hot easy, so I do much better in cooler weather. I realize cool weather probably sounds like a contradiction in Mexico, but does anyone know if it is safe to live in the general area of El Palmito, up in the mountains of Sinaloa? Or in La Ciudad, Durango? (Or is that pure narcotrafico land?)
Also, are there other areas with rain and cool weather, in a safe area?
