Permanent resident visa

We are planning to move to Mexico at the end of the year. Ideally we’d like to get Permanent Resident Visa to avoid renewal process. However after contacting a few consulates (Atlanta, Austin, Dallas, Houston, Tucson) it seems that in order to get Permanent Residency one should 62+ years old (in some consulates age requirement 64+) or the letter from SS or an Employer stating that you officially retired . We both meet financially criteria but not the age (56 y.o.).

Also some consulates from the list above serving only residents in specific area like Austin, Dallas.

Does anyone have recent experience of getting Permanent Resident Visa right away? Which consulate?
