Transport dog in 2022?

Buenas a todos,

I'm trying to get my small dog from the East Coast of the U.S. to Cancun. Literally none of the U.S. airlines will transport him as he is too tall to fit under the seat, and none of them are allowing pets in cargo. They cite COVID as the reason, which, WTH?

I've reached out to eleventy million or so pet transportation companies with no luck - they don't reply. It's looking like my only option is to drive, which seems like an utter nightmare. Does anyone have any recent experience with this? Any suggestions at all? I want to live here, but cannot leave my dog.
