Applying for TRV while in Mexico on Visitor Visa

Hi,
We live in Vancouver, Canada and just learnt today that the Consulate has appointments booked until October already! We want to move to Mexico on a TRV by August, so given how things stand, applying for TRV in Vancouver does not seem feasible. Is it possible at all that we fly to Mexico and enter on a visitor Visa and immediately apply for TRV inside Mexico?
Any inputs or suggestions will be valuable!
