Places to Live in La Paz

I am visiting La Paz next month with the intention to live there for the next year or so. I am traveling with my two tweens therefore, living in or near city center is ideal for us - they need things to do other than playing video games and watching anime. We have a car but I would prefer to walk as much as I can to market and thing of that nature. What can I expect in terms of crossing the border from Cali into Mexico? Best places to rent, average price, and infrastructure? Is there still a water shortage?
