Loreto Water Availability

It's been a few years since my spouse & I have traveled Mexico. We were planning a move to Ensenada but then reviewed post on increased crime with cartels.

Loreto had a low crime write up a couple of years ago but also had info on lack of water availability. I have not found a good update on those issues online.

What is the situation currently in Loreto?
