Does Mexican child need to be a minor for Residente Permanente pot Vinculo Familiar

While enquiring bout requisites for Permanent Residency in Mexico at a INM office through having a Mexican daughter I believe I mentioned she was 28 and it didn't raise an issue. However while speaking with another person I believe to be a lawyer specializing in immigration he said she would have to be a minor. Scanning the "Cambio a Residente Permanente pot Vinculo Familiar" requisites I don't see it mentioned. Any advise or experience is appreciated.
