Getting a Birth Certificate, Notarized, Translated, & with Apostille

I was told by IMSS (The Mexican Institute of Social Security) that I would need to provide a copy of my Birth Certificate, professionally translated into Spanish, complete with Apostille, in order to apply.

I already know VitalChek can provide me with my Birth Certificate, but how do I obtain an Apostille? I was born in NYC and I can't afford to fly back there just to get an Apostille. Can I get an apostille applied to my Birth Certificate it by mail?

What kind of Notarization do they want? Will a U,S. Notary suffice, or must the Birth Certificate be notarized in Mexico? Can I do this by mail? Who notarizes Birth Certificates here in Mexico for an inexpensive price?

And professional translators . . . how do I know which translators IMSS will accept? Are there specific translators for legal documents in Mexico? I'm not made of money! I live on a fixed income. Again, can I do this by mail?
