Renting before buying

I want to set up a base somewhere but haven't really decided where yet. It may even be a Yacht. I get the 90 day / 6 month rule imposed by the Schengen club. But if I travel to other Balkan countries that aren't within Schengen yet, and obey their own requirements, can I effectively travel around and revisit somewhere after 180 days without infringing on their rules.
It seems a fairly straightforward question but I've recently read on the internet information for example, A person can stay in Montenegro for within 90 days in a 6 month period - understandable, however any occupancy in the previous 6 months counts toward the entitlement. That puts a whole different slant on things. Also does this sort of thing apply to all countries in the area.
I feel I'm either over complicating things or have found a can of worms that no-one wants to acknowledge
