Doesn't this contradict itself?

We are hoping to travel to NZ on a visitors visa and apply for a work permit once we have a job offer. Correct me if I'm wrong but doesn't this contradict itself:

Under the heading "Work" - "How Long Can I Stay and work in New Zealand"

If no maximum stay is specified, and you are already in New Zealand as a visitor and then obtain a Work Permit, you may be allowed a total stay of up to three years from your date of arrival as a visitor depending on the length of time stated in your offer of employment.

and under the heading "Quick Questions" - "Work Policy"...

I wish to work in New Zealand. Can I apply for a visitor visa, and on arrival apply for a work permit?
If you wish to work in NZ, you must apply for a work visa before arrival. Visitor policy requires you have the genuine intention of visiting NZ. If you have the intention to work in NZ, you must apply for the appropriate work visa overseas. Failure to do so may result in you being refused entry at the border.

The more I read on the website the less I understand it seems to send me around in circles and just when I think I can go ahead another brick wall appears before me. Any advice?
