Advice on where to stay for a year in P.I.

We are a retired couple living in California who are considering a stay in the P.I. for a year or more. Some people are suggesting Tagaytay because of the weather, but we're unable to get any feedback on cost of living in Tagaytay. Someone else suggested Cebu and now we're confused.

We are, of course, concerned with safety, cost of living, variety of activities and restaurants and access for travel (public transportation). With that in mind, does anyone have any suggestions on the best cities to spend the year and possibly retire in? It would also be nice to find out how much to expect to pay as rent for a 3-bdrm, 2 ba house (preferably) or condo.
