Does The V.A. make local currency deposits?

Can someone tell me if the V.A. Dept. make local currency deposits in Philippine banks with pesos for retired veterans? I heard they do but need specific answers to this specific question. Direct deposits of this type will avoid banks in the Philippines from charging at least conversion fees. I have been trying and trying to contact the V.A. and get this answered but to no avail. Please help me with this question.
