Police Clearence Certificate

I am marry to a Phillipina, and I been in Phillipines for almost a year, recently I obtained my provisional 13a...soon I will begin my process for permanent resident....but as always surprises will surface with inmigration....I have all requirements for permanent except police clearence, The US embassy says that they don't get involved with that anymore,BI says it has to be thru the US Embassy.
ANYONE HAS ANY SUGGESTION WITH THIS ISSUE?
