im a Filipino by birth?

My mom, a Filipina, met my Airforce father, stationed at Clark in 1969. They married and moved to the states. I was born in Ohio in 1970. My mother did not get her U.S.citizenship until 1973. Am I a natural born fFilipino? Can I just report a foreign birth, take an oath and get my passport? My mom is now a dual citizen and they are moving back to the PI. Wooohoooo!! I want to do the same except right now...Any idea if im on the right track?
