Took 3 years but finally I met someone who could answer the question.
Brown out happens during daylight and blackout at night. I don't get it but its the Philippines ! ! !
Lots of complaints about the lack of services etc..
Having lived in Vietnam and currently in Thailand I am returning to the Philippines in December. Gorgeous country and province living is easy. Of course the citiesy are crowded dirty and high crime. 12 million registered and 4 million unregistered people in Manila, an area the size of Sydney so what do you expect.
Compare before complaining.
If you don't like it go home.
