us spouse visa advice needed

i am a 58 year old american with filipina wife. i was on ssi when i met her so i thought i could get a cosponsor for a k1 fiancee visa, after much anguish i discovered that the official in manila has never and has stated that he will never approve a fiancee visa with a cosponsor. we have NEVER filed any papers yet!
i recently sold everything in america and moved to cebu and got married. earlier this month my mother died so i now have money but i have no monthly income, just a large sum of money. my wife has a bachelors degree in nursing but never applied for nursing license because it is very low paying job here and she had opportunity to to work at a pharmacy. she has worked at a call center for 3 years now handling the paperwork in the pelvic mesh suit going on in the us right now. the company hired doctors, nurses and pharmacy techs (the job she was working at when this company hired her) just for this client. she does not answer telephones!
since i need a cosponsor to get a spousal visa and the official in manila does not make the decision in spousal visa, it is the state department that makes spousal visa decisions. i currently do not know of someone that could cosponsor that would do that for me. can someone give me advice on the amount of asset value my wife would need to own in philippines to be able to get a visitor visa or even student visa so we can travel to america so people back home can meet and get to know my wife so maybe we can get a cosponsor? it seems to be the common answer "i do not even know her, so i definately would not be her sponsor"
i had tried to offer money to a cosponsor but admin informed me they had removed the post as that needed to be done pm and not as post. also because if my wife gets a job in usa even a temporary 12 month temporary work permit after completing a college degree, her income will qualify as family income and i just file for her permenant residency as my wife, if i am understanding correctly.
and even though i have money now, i do not want to taint the water with a bunch of diffrent applications that all do cost money to file. and if you have a solution to my problem you can pm me. info from experiance should be in last 3 years as things do not work as they use to.
