Cebu - internet quality.

Hey,

I do consider moving to the Philippines. I'll be dealing with investments, and run my European business from here, all while escaping the cold.

However, there seem to be a lot of complains regarding the internet quality, especially in older posts around the internet.

Have there been some improvements in this area, or should I have to risk daily downtime on the internet line?

And what provider do people recommend, for say under 100$ a month?
