Police Clearence

Need a little help all.... We (my fiancé and I ) are putting our packet together, she worked in Rhyiad about 2 years ago, she got a clear NBI letter, however the US embassy states she may still need a Police Clearence from Saudi... Is there anyone at the US Embasy in Manila that can say yes or no or how she can get one without having to go to Saudi?
