Is it just me

I have been in the Philippines 2 years now and I have lived all over the main Island of Luzon. No matter where I am when I see another Expat I get the same reaction they turn and walk the other way, if I am standing right next to them in the market they do not acknowledge me, if they are walking toward me they will turn the corner and walk away. No matter what the circumstance is they just want nothing to do with me not even say hello.. Well I have manage to speak to 3 Expats but only briefly before they ran away a Canadian an Australian and another from Poland but the other 100 run into the night..Why is this am I the only one who see this...
