Education in the Philippines

A friend of mine owns a hospital in the US and he employs several Philippine trained M.D.'s, as nursing assistants, because they cannot even pass State Nursing Board exams. What has your experience been with respect to education in the Philippines? Which is better, private or public schools? And what about teaching morals and ethics? The schools think this is being taught at home, the parents think it is being taught at school, and some think it is being taught in church, so everybody thinks somebody else is doing it, so nobody is doing it.
