Anullment from a marriage in Dubai and being a filipina citizen

I live in the USA and have a girlfriend in the Philippines that was married in Dubai. Her husband abandoned her approximately 3 years ago. She has not heard from him and no children involved. She applied for a tourist Visa last year and they denied her. What is the best thing to do getting her here legally and marriage?
