Filipina girlfreind is still married but can't get a divorce. Can she still get a fiancé visa so we can marry in the United States?

If we are unable to get a fiancé visa if she is still married I phillipines is it possible to get the divorce here in the us and then marry. Trying to find the best way to do this. Any help would really be appreciated. We really love each other and are just trying to live our life together here in the us. She has intentions of ever going back. She has been separated from her husband for years. He beat her for years and was not very nice. She just wants out of it but there is no divorce allowed in the phillipines.
