Property taxes

Hello,

My wife and I bought a lot last year in Palawan. Though we are still waiting for the land title to be officially authorised, we have been asked to pay taxes and even "backtaxes" (taxes apparently not pad by the previous owner). What is the tax procedure? Where can I find more info on it? Who can I consult to make sure the payment is recognised by whicever authority is supposed to receive the money. And has anybody had a similar experience with "backtaxes"? Thx for your replies.
