What is exactly BAIL in the Pinas ?

In the US it is treated as collateral to insure you appear for your court date but as is the case here there may never be a court date. If you pay bail, who holds it and what happens if you become deceased prior to your court date ? This question came to mind while putting the 3 cases of foreigners that were arrested. In Cebu. The Belgian who now is out on 120,000 php bail, the Australian who has been in jail for 3 yrs for trafficking without trial because they have no evidence yet and Jesse Phinney who purportedly committed suicide rather than pay bail despite being a multi millionaire. Just so you can see the context. If you pay bail could you be targeted for execution so as to keep the bail money and disappear with it ? Any accountability here for these funds ?
