US Repatriation Application

There's an expat in Manila who has neglected paying his visa renewals and fines for the past 4 years. (He's also a YouTube vlogger). He wants to go back to US but has some financial difficulty to pay the BI fines and even his airfare. I thinks he receives a meager SS disability for his so called ".epileptic seizures". He hasn't worked in his life nor paid his taxes. He applied for US repatriation at the US Embassy last late November / early December.. My question is: how long does this rapatriation petition gets approved or not by the US embassy? weeKs, months, years? Anyone knows?
