Can I get SRRV while in the Philippines

I just found out about the Srrv, but when I tried to email the Makati City Office, came back as undeliverable.
and the guy at the Visa office in Los Angles wasn't really helpful.
So I'm thinking about just getting a 59 day visa, then Either extend or get SRRV there if possible.
