Why would the US embassy need to talk to me regarding my application for SS benefits ?

I get messages but cannot reach them. I am visiting the US and went to the local SS office to see what the problem was with my online application.. They had no notes in the file as to what was in question. but took a copy of my Maryland drivers license but deferred to the authority of the embassy since they had no clue what the issue was.. Seems rather Filipino like. Any clue what they are looking for ?
