CFO Office Manila causing big problems

Ok folks here's the story. My fiance is in Manila right now and has a K-1 Visa affixed to her passport. We've waited 10 months and we finally got it. The problem is the CFO Office is refusing to give the certificate right now. She has had 4 interrogation sessions and there are 4 more scheduled in May. I have a clean background. Age difference is 25 yrs. She's 24.. I've hired a lawyer but these people are truly the man-hating types. So aggravating. She's been trying to get this certificate now since mid-March. I think it's hopeless. I'm ready to do something drastic like paying someone off or creating a fake sticker. Why not? Not sure what to do. US Embassy doesn't care.
