What is it like in North Luzon?

I'm 34 with a solid income. I'm looking to move from the U.S. to the Philippines sometime in early 2019. To that end, I am trying to narrow down where I would like to live. I am looking for a relatively rural area with <150,000 people that still has a decent (better than 56k dial-up) internet connection. I want a quiet, simple, laid-back atmosphere where I can find a good woman and raise some children. I hate bars and other "night-life," but having parks and other natural attractions are nice.
