Barking dogs

I am living in a rather quiet condo in Puerto Princesa. Apart from a noisy "karaoke guy" in the neighbourhood singing totally false and at any time of the night very loud, I suffer from dogs (I should rather say "rats" barking night and day long. I have been thinking about "distributing" meatballs with some rat poison, but I have some ethics. They just don't stop barking. I can't sleep. What to do?
