Free garbage bags for the poors?

Manila bay is in the news because of the high level of pollution. Like many other areas. Is it really a surprise? How might poor people, living in slums, begging for putting some rice on the table purchase garbage bags? So, they throw away wherever they can.

Personally, I should be ready to pay a few more pesos for each garbage bag if garbage bags should be distributed FOR FREE by authorities to the poorest people. What is your opinion on this? In Belgium, some part of the price of garbage bags serve for paying garbage collection services.

I am living in Puerto Princesa - Palawan and find it one of the cleanest cities in the RP. Why? The city is paying old (very, sometimes) people for cleaning the streets. For me, the effect is clear: when you see a clean area, you refrain from throwing away your garbage everywhere.

I have been to Cebu city last week for Sinulog (never more!) and found the city really dirty. Perhaps can Du30 think about campaigning on this with local authorities rather than chase small drug dealers (because he will never catch the big dealers if he kills the small ones before they disclose their upstream network)

My next topic might be on Iwahig prison on Palawan, a rare example of human and clever governance. :-)
