SRRV Deposit conversion for condo purchase

I have been advised by the PRA that my SRRV deposit can only be used for the last and final payment of the purchase of a condo unit. Has anyone experienced this? If not, what was your experience? I'd prefer to apply it to my down payment.
If I can't get the deposit back this way, I'm considering surrendering my SRRV thus having it returned that way. What are my options and costs in order to stay in the Philippines should I decide to surrender my SRRV?
