ACR I-card

Hi,
I'm here in the PH on balikbayan status and it is stamped in my passport. I have a question on the instructions for the ACR I card. Does this apply to me since I’m on Balikbayan status, Instruction list, #2.Certified true copy issued by the Records Section of the Board of Commissioners(BOC)’s Order granting the visa (for internal verification purposes). If I need that does anyone know I would go about getting that? Other question, I noticed that there is no mention of needing NBI clearance on the instruction form, is that needed? Thanks in advance.
