Water distribution

I am renting a house in Puerto Princesa - Palawan. Beyond the (very) frequent brown-outs, it appears now that water distribution will be restricted.Fortunately, I am in Belgium now, so no damage. My question is this: is there any island where there there is no brown-outs and water restriction ? And where internet is reasonably fast ?
