K warning from US State Dept

The U.S. Dept of State has issued revised kidnapping and hostage-taking warnings to 35 countries today and the Philippines is included among those countries, most of which you would suspect. I thought this issue was minimalized over the last few years but apparently not.

Does anyone live in what (s)he believes to be dangerous and subject to high risk of these crimes? If so, please identify them and, if possible, quantify the risks.
