Advise for a Blind Veteran headed that Way

I have a friend who has asked me to try and help him get to the Philippines and set up a place to live. He is planning on heading out that way this Summer to get a feel for the place.

Anyways, I am just going to throw myself at this task and while doing so inquire as to certain ways I can help him, being blind puts a target on his back. I would like to at least set him up for success. Any suggestions or advise is welcome.

I believe he will be located near Manila. There is a school for the blind there as well as access to Veterans Affairs Services. If there are any good groups which I could connect him to, please let me know.
