Retirement in Ph

Hello Community,

I'm interested in moving to the Philippines.
I'm one of those jerks who don't want to learn tagalog, I can barely handle English and I'm white so no tonality whatsoever.
I'm 40 this year yay :( but the older I get the fewer people there are alive to tell me how young I am.
Canada has this nasty advisory about terrorism in Mindinao and suggests that Manila and Cebu are terrorist targets.
I'm a fat white guy who has about 2M PHP to throw away at trying live within my means in a place where that means living like a king.
Where in the Ph should I live?
