Best way to transfer money

Getting ready to retire in the PI and have been trying to see the best options for sending money from stateside bank.

Can I get a bank account at any of the local banks ?

I seen an Older blog from 2015 (on another site) where gentleman said he had a US Wells Fargo bank account and was able to send money bank to bank online to a BPI account for $4.00. any advice on this
