Possibility Of moving to Tarlac City

Hello everyone, this looks like a great place for information, been reading threads and articles all day.

So my question is, basically, Ive realised theres no point in living in the UK any more, I make all my money online, its not tied to this country, so I started looking at moving abroad and my dad and his wife, who is filipino, mentioned they had bought a house in a gated community in Tarlac city and theyd let me rent it for £150 a month. The house looks lovely, but my question, does anyone know what Tarlac is like? Are there many ex pats there?
