NBA League Pass

I have been trying to sign up for NBA league pass using my Wells Fargo Visa card. I get a failure when I try to sign up. I was using a USA address. I changed my card to a Philippine address and it still did not work. I chatted with the online reps at the NBA league pass website. They told me to call my cc card company and ask them to accept my request. They never received a request so it appears that the problem is with the website. Has anyone (in the Philippines) signed up for league pass with a cc? If so, what are the details?
