Concrete formula

Hi all,
Lately I’ve been watching YouTube videos about concrete making and concrete block making in the Philippines. Seems it’s common that Filipinos will short the mix of cement in the formula,... causing fragile blocks. Other than the obvious of taking the extra home, do they believe that concrete doesn’t need that much cement in the formula? I’m reasonably sure the mix formula would be on the bag, as it is here in the states. Is the concrete easier to work with, with less cement? Do they also short the mortar mix?
Here, 4” thick is standard but I’ve seen less than that being done on a driveway. I didn’t notice a “supervisor” nearby.
I have plans to build when I’m there.
