Water Problem

Just read a Manila Times editorial re a water problem in the RP. Are they serious/ Doesn't the RP have more water/rai than it needs? Or is it the quality of the water; the editorial didn't say and I was unaware of this issue.

I recall being at the Manila Airport in PAL's lounge and saw a sign in the CR not to drink the water. Struck me as uncivilized. Is all tap water that way?
