New Bank Account And ACR Card

I will be moving to Angeles in March and I would like a bank account as soon as possible. There are no international bank branches in Angeles.
I have read that an ACR card is a requirement to open a bank account. From what I read, an ACR card is issued after 59 days. I am applying for an SRRV so there will be no ACR card issued.
So can I work around this some way or is there a way to get an ACR card early?
